Australian man banned from leaving Israel for 8,000 years over unpaid child support

An Australian man, who has been living in Israel, said he is subject to an 8,000-year travel ban unless he pays an outstanding £1.8m he owes in child support payments.

Noam Huppert currently works as an analytical chemist for a pharmaceutical company and is facing the ban.

The 44-year-old man is not allowed to leave Israel until December 31 9999 due to a 2013 “stay of exit” order that was passed down after his ex-wife brought forth a family court case. The court decided that Huppert must pay 5,000 shekels every month for each of his two children until they turn 18-years old.

Information has not been released regarding whether Huppert has made any payments to date or if he will be required to pay the entire sum in advance to lift the order. The year 9999 was set because it was the highest date allowed by the online system.

Huppert’s ex-spouse, an Israeli national, returned to the country in 2011. He followed her to the country in 2012, and he says he has not been able to leave for any reason, not even work, in the eight years after the court ruling.

“Since 2013, I am locked in Israel,” he said, noting that he was just one of several foreign nationals “persecuted by the Israeli ‘justice’ system only because they were married to Israeli women.” He added that he was speaking out “to help others who may suffer this literally life-threatening experience.” 

Israeli family law has been criticized frequently for discriminating against women, and in 2018, the finance ministry discovered that 43 percent of divorced fathers refused to pay child support to their ex-wives. Single mothers who rely on the state for funds because the fathers of their children fail to pay were hit by funding cuts over the summer over budget disputes.
